Default saab 9-5 no connection at OBD2 port-Help!

Hey guys, I have a 2001 Saab 9-5. My check engine light came on the other day. I went to my friend who has a actron scan tool to get the code read. He plugged it in and is getting no connection from the car to the computer. I had a local Euopean car mechanic try his "big" computer and he too is getting no connection to the car. I need to get the car inspected soon and cannot read codes or pass emissions test. Help Please!?
