Default saab 900 wont turn over

I have a problem starting my 900. I turn the key and can hear the relay activate but the starter doesn't turn over. I have changed the starter, it still had the same problem temporarily but then turned over and ran fine for about 4 days, now it wont start again. I have checked the battery (it has 12.7 volts idle and 12.2-12.3 volts once the key is turned) and the terminals. I have also checked that I have power going into the starter on the main loom which it has (12.2-12.3 volts) Is there a common fault on the electrics circuit somewhere that could cause this or any other ideas would be appreciated.
