Is it a good buy?

Hello all, this is my first Saab I have ever owned. I currently own 4 cars - 96 Volvo 850 T5 - a 98 Volvo S70 T5 5-speed w/ HX35 turbo (542whp, 600ft lb) An 02 Acura TL Type S (daily) and now my first Saab 97 900SE 2.0 Turbo.

Just picked it up tonight has the following.
97 Saab 900SE 2.0 Turbo paid $400 for it.@
239,000 miles
New Clutch
New alternator
Runs and drives great, front suspension needs some work (clunking)

THE BAD
Rpm doesn't work stuck at 3k
Climate fan does not blow
Needs exhaust manifold gasket
Needs endlinks and control arms
Needs passenger turn signal

ANYWAY MY MAIN QUESTION IS

HOW GOOD ARE THESE MOTORS FOR HOLDING POWER?

HOW EASY IS IT TO MAKE CHEAP POWER? (ECU, WASTEGATE, DOWNPIPE ETC)

WOULD LIKE A SUSPENSION (lowering springs or coilovers)

CAN I RUN AN MBC WITHOUT THE COMPUTER FREAKING OUT? AND WHAT BOOST LEVELS CAN I RUN ON STOCK ECU, FUELING ETC?

On the volvos you can adjust the stock wastegate, and run an MBC at 15lbs without hitting fuel cut
