Default New and need HELP!

Whats up everyone... I recently bought a 99 9-3 se for $800. The serp belt had snapped, so I towed it home, changed it, jumped it and it ran. The radio wont turn on now. The p.o. said that it worked b4 he parked it. There is no radio code on the sid and I can here the turn signals clicking. Any ideas? The other thing is a steering wheel shake. Its a left to right shake. I just changed the brakes and this was the first time I drove it so I dont know if it was like that b4. Dont want to spend a bunch of money and not fix the problem. Thanks in advance for any help...

got the radio working but the horn doesnt work. I see that I am missing a wheel weight on the drivers front, hopefully that will take care of the problem. Also, when I turn the car on the heater turns on full blast. Is that normal? It doesnt have a manual in it.
