Default CEL P0411, has new pump and check valve

Checking out a car for a friend to buy. Car is a 2003 9-3 with 94K. It had a new SAI pump and check valve at 78K. Throws a P0411 and apparently did before pump/valve replacement and ever since. Code was cleared but comes back.

I had someone start the car while I checked the pump outlet, no air coming out and check valve is fairly clean. I do however hear kind of a hissing sound for aboiut 30-60 seconds after car is first started.

I'm wondering if the pump or a connector is leaking.

Can you give me the fuse number and relay number that controls the pump?
Are these pumps or connectors ****e to cracks?
Could the pump be bad after only 16K miles?
Is there any other part of this system that needs to be checked as part of curing the CEL?
