I have called Saab about this. They do not have a locking cap for the 9-3. Their suggestion was to find an aftermarket (after warning me in the nicest possible way; that if the aftermarket cap doesn't seal correctly and triggers the tank sensor, it'll be on me to pay for the service visit and code clear.... lovely option).
On my car the fuel door gets locked on my car when I lock the car... it sucks that yours doesn't and the dealer is right about the sealing of the cap...
