Default viggen problems..

ok heres the deal, 99 viggen stage 3 nordic with dp,exh,forge wg,intercooler, new maf,dic,plugs,walbro 255, filter, regulator.. heres the symptoms.. driving, ill mat the gas it will boost up to 19-20 (normal for my carS TUNE) then drop all the way down to 10 then creep back up to 13-15.. it was running lean so i put in new fuel pump set regulator to 50 psi at idle. still does it... if i unplug the bcv it will boost stock boost per wastegate, but once plugged back in it does the same thing.. up and down.. what else can i do or change on this thing... i have no boost leaks checked with smoke tester and pressure.. im at a loss and want to just give up on the car. one thing i did notice is i bypassed the vlave on the firewall for the bypass valve.. i hoooked up per JZW recomdenation, but when boosting and i let off i notice my needle (autometer) jump from what ever it is at to appx 5 psi more then go back down.. im lost here..
