9-5 restricted intake

I am looking at buying a 1999 9-5 3.0 turbo. When you give it more throttle the intake hose will suck in....or collapse. That sounds to me like something is blocking the intake. What could be doing that on this car? Would a frozen turbo do that? Any help would be great!!!
