Default Is there failsafes in this car? Won't start

My friends 99' 9-5 V6 Turbo has been not running since hisaccessorybelt flew off. We have trouble shot everything. We have gas to the fuel rail, we have spark, the timing belts are on and moving appropriately. We have even gone as far as putting gas down in the cylinders to get it to fire, still won't run.

Is there a fail safe in these cars? Is there some thing we are missing?

that damn belt takes out a lot with it...it could have damaged the wiring harness....look carefully for signs of damage around there.
