Disarm alarm?

Hi, ive got a '96 SAAB 9000 CS and the alarm wont seem to go off.
The only way to make it go off is to remove the fuse, which also cuts the power to the radio.
Cana any experts out there help me?

might be bad batteries inside the siren.
