Question Intermittent Start on 1996 9000 CSE Turbo

After some short trips, my 1996 9000 CSE Turbo will crank but will not start. In these situations, dash lights, radio, and temperature control are also not powering on when the key is in the "On" position. I usually just try a few more times. Once I get the dash lights to come on, the car will start right up. It's happened several times today and it is wet and rainy. I can't say that the other times were wet days or not.

Battery tested out OK. Starter sounds like it's doing its job.

I'm suspecting a bad relay or bad ground that is not allowing either the DI to create spark and/or the fuel pump to run.
