Starter spinning but no engine crank i need help
 

Hello i have this issue where i can hear the starter spinning but not engaging with the flywheel.
Ive taken out the starter and cleaned the bendix gear and tested the starter here is a link to a video of me testing the starter it looks like it is functioning like it should.

After i cleaned the bendix gear i put the starter in the car and i have the same issue.
here are also close up pictures of the bendix gear i dont know if they are worn down enough to not make contact.

Ive also taken a video of the flywheel and you can see slight damage on one of the teeth clearly at about 50 seconds in. Is this damage enough for the the bendix gear to not make contact with the flywheel?

Im really lost for word here i dont understand why it doesnt work.
