High NO measurement at 15 MPH

I have a 1997 Saab 900s 2.3l non turbo and recently had a smog test done to it and it passed everything except the NO measurement at 15 mph. It Passed the NO measurement at 25mph. Can any one giver me some advice to what may be the cause of this.
