My lowbeam headlights only work when my gear is in reverse...
 

It's a 1998 Saab 900 S manual transmission. High beams work, but low beams only work when I'm in reverse. I haven't tested the orange Lamp Control relay. All fuses test fine. Why in the world would my headlights only work in reverse? I have to drive with my high beams on and I hate to be that guy. Do you all have any experience with this issue and do you have any suggestions? Thanks.
