Power door locks

Power door locks
Sometimes these are hard to turn, sometimes easy.
How can this be ?
Must I pull the panel and spray with the best Liquid Wrench and hope to douse the mechanism ??
The car is 13 years of age, no remote control, no alarm, that I know of.
