Turbo effect cuts itself off on lower gears
 

I have a Saab 900 SE Turbo (Convertible). On first, second, and third gears when I rev up for turbo effect, it works just fine up to a certain velocity but cuts itself off beyond that critical velocity. Is it normal? If not, what should I do to correct it?
