Help!!! 2001 9-3 convert. Tail light only works as brake light

Changed all the bulbs. Has anyone had this problem? Tail light only works as brake light No running lights on the right passenger side rear.

Pick up a multimeter and start tracing wires... really the best advise I can give you there...
