I took your advice and finally found a 1999 9-3 produced in Jan 1998. It only has one problem, the A/C blows on low no matter what. Its not knob driven, if that matters. Ive read about this problem somewhere, but im not sure if it was with the standard knobs or not.

Did I ever mention how much I have ACC? :D I'll look into it. It's one of those things I have little clue about since I don't deal with it.

Mmmm...my car, like many I've owned before, has this constant air-on thing happening and you know what I do to stop it? I hit the recirc button. That stops the air from coming in.

Usually, problems of this nature, are the result of a failed fan control module.
