95 2.3t cranks but fails to start
 

Hi,
Symptoms: -
Central locking does not function
Curtsy light does not illuminate
left hand headlight does not switch to high beam.
Ignition turns over the engine but fails to start.

I have checked all fuses, OK.
Hand book mentions DICE and TWICE which suggests that the TWICE controls a few of the failing item. What and where is "TWICE". Is it repairable!:confused:

Any suggestion gratefully received.
