Default Headlights keep burning out

A friend has had a used a 1991 SAAB 9000 for a little over a year. In January his headlights burned out. He replaced the bulbs, and the new ones burned out in a little over a week. Based on what we've read in the forums, (and my own suspicions) we had the regulator tested. The output is 14 volts, which doesn't seem excessive. Another thread talked about leaks in the headlight assembly causing short bulb life, especially in bad weather. He's checking the enclosures for leaks, but it seems odd to me that both bulbs would go out at the same time if it was a leak. It seems like the problem *should* be electrical in some fashion, but we're not sure what else to test. Any and all suggestions welcome.

At idle and 2K RPM. Is this not sufficient?

Actually it isn't...Idle against 4500RPM is a more sound test.
