Exclamation 99 Saab 9-3 Starting Issues

Hi everyone,
I own a '99 saab 9-3 (manual) and I tried to start it the other day but it wouldn't start. The engine is cranking and it sounds like it wants to turn on but for some reason it just wont. I assumed it was the battery but all the dash lights come on, the radio comes on, and the headlights come on as well. Regardless i still assumed it could be the battery so i tried jumping it but even with someone jumping it for over 10 mins it still wouldn't turn on. However i did notice the longer i kept trying to crank it the weaker it sounded, even with the other person still jumping it. The battery cable wires all seem good and there isn't any corrosion around the terminals, so next i obviously thought of the starter but I've had bad starters before and they make a clicking sound when the solenoid goes bad and I don't hear that this time at all. So i also thought it could have been a fuel delivery problem like a bad fuel pump but i'm not sure at this point anymore... can anyone help please?

Also check to see If any fuel comes out of the shrader valve on the fuel rail. It is under the black cover.
