Default Headlight Problem

Hello all, I am new here (but not to forums as I am a Land Rover Discovery I owner and we require lots of help and therapy lol). My wife has a 2003 9-3 with approx. 160,000 miles on it. Since we bought it in Feb the headlight set up has really bothered me. I believe that there is a malfunction somewhere and I was hoping someone could shed some light on the subject. With the switch off the day time driving lights (the small round dim ones) are on. When you turn on the switch the same lights stay on and the rear running lights come on but no front running lights or low beams come on (unless the daytime and low beams are the same). The high beams work fine. I have changed the bulb with no difference in operation. I have also checked all the fuses and even pulled the relay apart to see if there was any noticeable bad spots. Any suggestions? (I did search first but the info I found was for earlier models and didn't help any.)
