Default saab problem

Car wouldn't start. I had heard that it could be a relay problem. Mechanic didn't know where to look. He settled that it was a fuel pump problem. If my battery was low how could you tell if pump is working. Wouldn't the battery have to be charged to rule out whether fuel pump is working or not? I went with diagnosis...costly. Now that it is back I asked mechanic where is relay. He wasn't sure, he said perhaps behind glove box. My question is where is relay or fuse? I now know where the regulator is and the fuel injector. EL
