Don't want to miss lead you, but i had similar problem with my 93 '00 where i would not get a turbo to RED,
that was a air flow sensor(maybe i messed up the name) the saab dealers told me that almost got check engine light with that sensor going bad.

After i replaced it i got the boost and got turbo to the red.
the sensor is expensive but you can install it your self for cheap.

deepfreeze has a point...it could be the MAF sensor, BUT check what I suggested first before throwing any parts at it.
