Question Is this how the springs go on the accelerator mechanism for throttle body?

1998 Saab 900SE with 2.0 and automatic transmission.

Reinstalled the throttle body. The car will start when I press on the gas pedal a little bit. It will not start when I do not touch the pedal.

I am not sure what the problem is. Am wondering if I didn't install the springs correctly. Is this how the springs go on the accelerator mechanism for throttle body? I don't have a good diagram, so wasn’t sure.

Also, the big butterfly valve is completely closed when the foot is not touching the gas pedal. Is that the way it should be?
