make sure there is power at terminal 85 when headlight switch is turned on and ground
at 86 at all times also be sure there is constant power on 30 the wiring going to the lights would be either 87 or 87a not both both would make you lights blink
the easiest way to check is to power up the relay and if it clicks its working
if it works there is a good chance there is a bad ground or a short in the wiring
