Default 2002 Saab 9-3 SE feels sluggish

So I picked up a 2002 saab 9-3 SE the other day with 189k on the clock. It's a 5 speed and it's in great conditio. I got it off an older guy who was retired and had taken great care of the car. That being said I've been driving the car and it runs great for the most part. But I've driven a few of the same models and they pull much harder and have a lot more torque compared to mine. No check engine lights are on or anything, and the car is boosting as far as I can tell. But it seems if I do not keep it in high rpms it is extremely sluggish and has no power at all. When I am flooring it, it has power but its not like it should be. Even at 3k rpms flooring it with turbo at full boost it still feels it does not have the power it should.

I am pretty much stumped on what it could be. No engine lights are on, no codes, and the turbo seems to be spooling just fine. Has anyone else had this issue? Would like to hear your thoughts on this. Thanks in advance.

Vacuum leak somewhere in turbo circuit would be my first guess.
