A couple of problems w/ my 9-3

My project has come a long way since the tow truck brought it home. I have a couple of problems I could use some help with.
The heater/air conditioning fan does not operate when the switch is turned on. The fan motor works when I jump across to the battery and I have power at the fuse. Under the hood, the relay has two sources of power coming in but the current doesn't flow past their. I have continuity between the fan and the relay. It seems to me the circuit that controls the relay is the problem.
My turbo charger waste gate opens and fuel flow to the injectors stops if I get down on the gas pedal too fast around 3000 to 3500 RPM. My guess is the whole turbo charger system needs to be rigged. This engine isn't the original engine.
I doubt the air conditioner will work because the dryer isn't hooked up but I will have a professional fix that.
These three problems are the only items left to fix....let me know if you have any ideas. My thoughts are to let a professional Saab mechanic rig the turbo but I am willing to try and fix it myself.

The engine was removed from a 1999 Saab 9-3, 5 door. VIN YS3DD58N0X2004527 with 45,000 miles.
