Default HELP! Car in the shop, need advice

I have a 2004 Saab 9-3 Arc with about 41,000 miles on it. I went out yesterday morning to start the car, the system began to start and then BOOM everything shut off, no power, no nothing! The key would not even come out of the ignition. They sent someone to jump it and jumping it would not work. They then towed it to the Dealer for repair. The estimate came back that the battery was dead, and that the Positive Circuit Breaker and cable had gone bad.The grand total for the repair $520. Is this true? Is this all necessary? I am so confused on what all this about and if this seriously all needs to be replaced. The Tech 2 said that the Circuit Breaker caused the problem and that the cable being burned out is from the battery cell going bad. HELP! I need to know if I should approve this work!!

Do you have the option of tkaing it to an independent mechanic?
